This (1921) is a rather foreboding image that reminds me of the problems in making decisions that are appropriate for all. Should policies help the poor, the rich, the powerful, industry, the constituents of the political party in power? In a country like the USA is it possible to come to solutions that we can all support? Must we have a terrorism centric attitude to move policy forward? We certainly all have different socio-economic situations and goals. But some things are in our common interest. How do we prevent civil war? Unacceptable climate change? Unacceptable social conditions?
